Does Google consider social signals to be too much noise to be useful for algorithms?

As far as I know, we don’t use social signals at all, primarily because we can’t crawl them all. We can’t look at them all. And when we can look at them, the links are generally with no follow. So that’s something where, from my point of view, I don’t think we get much value out of this. And we don’t really use that.
