Fluctuations in local searches, there are lots of variation going on. Is this penguin related problems?

I saw some fluctuations in local searches.Like if my keyword was ranked in the first page,I can see a fluctuation even in the itself.For example, if I will go for California,I will see number three.I will go into New York and I wilI see number seven, or something like that.They have a lot of variation going on.Is this Penguin-related.

We have a lot of algorithms. So not everything is Penguin. We do make changes in local search as well. We do have localization, geotargeting. That happens, so that’s certainly possible. There are also lots of experiments that we run all the time. So depending on who is searching and when they’re searching, it might be that they fall into one experiment group or another one. Or maybe they’re in 20 different experiments at the same time. That’s something that always happens. So fluctuations are essentially a normal part of Search.
