If a title tag of a web page is more than 70 characters, does Google consider the rest of the title?

We do take into account the whole title of a page.And what will happen is, in the search results,we will try to show a title that matches what we think the user is looking for– to kind of highlight the relevance of that page for the user,for that specific search that they’re doing.So it’s not so much that we would like cut it of fat the first 70 characters, but rather we would try to pick a part of the title, or rewrite a title,and show that to the user in search.
