Is there any way to fight bad linking to your website from really bad unrelated sites, other than the disavow tool in Search Console webmaster tools?

The disavow file is really what you should be looking for there. Ideally, you would just use a domain entry in the disavow file and say, hey, this bad site is linking to my site. Google please ignore these links. And we will drop those links from our index. That’s something that works really well, especially if you find problems like this. In general, I wouldn’t go out and like proactively always look for bad sites that might be linking to my website. Usually, we already filter all of those out, but if you do run across a situation where you see something really weird happening, and you really want to make sure that Google understands this properly, then feel free to use it a disavow file.
