Our mobile responsive site was used as an example on the SMB site clinic as one which was easy to use. We use a drop down menu navigation to go through each section on the site, but the text is hidden until you select the drop down to view. Is this text discounted?

Yes. Probably. So I don’t remember which site it was, but probably what is happening is we’ll discount that text because it’s not visible by default. In practice that probably doesn’t matter, because that’s a part of your menu structure. That’s something you have across all of your pages anyway. So that’s probably not the primary content of these pages, not primary text you want to rank for. So in practice I think that’s probably perfectly fine the way you have it like that. As long as the primary content really is visible.
