What actual impact does it have on Google reading the titles that algorithmically shorten titles that are too long?

No, it’s essentially just a display. So it’s like the snippet. It’s just what we show in search results. You also see this differently, for example, on mobile, where there’s just not enough room to show the long title. We might show it on desktop. So you might see a longer title on desktop or a shorter one on mobile, but that doesn’t mean it’ll rank differently or be seen differently from relevance point of view on a mobile.
