What if I have no index page,and now I want Google to notice it quickly? Should I submit to index in order to remove URL from index?

You could use the Submit to Index feature to submit a no index URL for removal. But you might just as well use the URL Removal tool which makes things a lot more straightforward in that if your site is verified and you’re the owner of the site, then in Search Console, you can say, this URL or this part of my website or the whole domain, I want to have removed from the index as soon as possible. And then usually within less than a day, those pages will be dropped from our index completely. So that’s probably a little bit easier than using this roundabout way of using Submit to Index to actually remove from index.
