Why do pages like this start appearing in search results? I don’t think it meets and satisfies users search criteria. Is Google testing something?

JOHN MEULLER (Webmaster Analyst from Google):

So I have no idea what this URL is. But, in general, from a technical point of view, we treat crawling as kind of a technical baseline thing where we don’t make a lot of judgment on what the content actually is because we can’t know what the content is before we actually crawl it. So that’s something where sometimes you’ll see us crawling index weird URLs. But, in general, we hope that when it comes to ranking and showing them in the search results, we show them appropriately. So if you were to do maybe a site query for that specific site or for that URL, you would probably still find it. But that’s not a sign that it would appear in the normal search results.
